The Energy Charter CEO Executive Council is made up of experienced energy sector CEOs who bring a wealth of knowledge, vision and strong commitment to better customer and community outcomes through the energy transition. The CEO Executive Council provides strategic guidance to us as we foster #BetterTogether collaboration across the energy sector, driving better outcomes for customers and communities during Australia’s ongoing energy transition.

It is made up of Signatory CEOs and The Energy Charter CEO who have a shared and strong commitment to putting customers and communities at the heart of the energy system, leveraging the unique platform of The Energy Charter.

Andrew Bills, Chair CEO Executive Council

Andrew Bills, CEO SA Power Networks, Chair 2025-2026

Andrew became CEO of SA Power Networks, South Australia’s sole electricity distributor, in 2023. He brings over 25 years of energy industry experience across public and private sectors, covering power generation, retail supply, distribution, LPG, and energy trading. His career includes executive roles at CS Energy, Origin Energy, Babcock and Brown Power, and Stanwell Corporation, as well as serving as a Director at PwC. Andrew holds an MBA, a BA and is a Graduate of the Australian Institute of Company Directors.

David Smales, CEO AusNet, Deputy Chair 2025-2026

David became CEO of AusNet in November 2023, bringing more than 40 years of energy sector experience gained across Australia, Asia, and the United Kingdom. Previously, he served as Chief Operating Officer of China Light and Power in Hong Kong and was the inaugural CEO of Energy Queensland Limited. David’s extensive background includes leadership of regulated electricity transmission and distribution businesses, natural gas infrastructure assets, power generation, and energy services companies. He holds an MBA from Warwick Business School (UK), a Bachelor of Engineering Honours in Mechanical and Manufacturing Engineering from Sheffield Hallam University (UK) and is a Chartered Engineer and Fellow of Engineers Australia.

Mark Collette

Mark Collette, CEO EnergyAustralia

Mark has been with EnergyAustralia since 2003 and became Managing Director in July 2021. His extensive experience includes leadership roles as Chief Customer Officer and head of the Energy business. Mark serves as a Director at the Australian Energy Council, which represents 20 major electricity and downstream natural gas businesses. He’s also a former member of the AEMC’s Reliability Panel and former director of the Australian Financial Markets Association. Mark holds degrees in Engineering (Aerospace), Business and Economics and is a Graduate of the Australian Institute of Company Directors.

Stephanie Unwin, CEO Horizon Power

As CEO of Horizon Power, Stephanie leads a team of 600+ energy professionals delivering power to Western Australia’s remote and regional communities. Under her leadership, Horizon Power is transforming the energy landscape across regional WA through an increasingly decentralized delivery model, operating 38 microgrids across 2.3 million square kilometres. Stephanie is committed to collaboration, inclusion, and diversity, focusing on innovative customer choices, reduced costs, and cleaner energy solutions. Her extensive executive and board experience includes roles with publicly listed companies and serving as a board member of the Australian Renewable Energy Agency. Stephanie is passionate about energy equity and ensuring the transition to renewable sources is accessible to all.

Seán Mc Goldrick, CEO TasNetworks

Seán joined TasNetworks as CEO in August 2021, bringing over 30 years of global experience in electrical power systems. Previously, he served on TransGrid’s executive team, overseeing major transmission projects across NSW and the ACT. As Executive Manager of Asset Management at Western Power, he managed a $10.2 billion transmission and distribution asset portfolio. Seán’s diverse experience includes roles as Director of Parsons Brinkerhoff’s Networks Business and General Manager of the Single Electricity Market Operator. His expertise spans research, construction, operations, consultancy, planning, and asset management of large-scale power systems across Australia, Europe, North America, and Africa. Seán holds a BA in Mathematics, a BAI in Engineering, and a PhD in Molecular Physics.

Sabiene Heindl, CEO The Energy Charter

With a proven track record of driving transformational change, Sabiene brings a wealth of experience from senior leadership roles in energy, telecommunications, media and legal sectors. Previously serving in the CEO Office at Energy Consumers Australia, Sabiene has consistently championed innovative, human-centred solutions. Her academic credentials include an Executive MBA from Brown University (USA) and IE Business School (Spain), a BA in Laws (First Class Honours) and a BA in International Business.

With a strong background as a corporate lawyer and a deep commitment to people-driven outcomes, Sabiene is passionate about shaping the future of energy through purpose-driven leadership and inspiring decision-making that creates meaningful impact for all.
