The Energy Charter is an experienced senior team with a big ambition: helping Australia's energy sector work better together to deliver better outcomes for customers + communities.

We combine expertise across the energy transition, community engagement, governance, regulation, customer advocacy and collaboration. Our role is not to advocate for one part of the sector, but to bring people together, create trusted spaces for difficult conversations and turn good intentions into practical action for customers + communities.

Behind every initiative is a genuine commitment to collaboration, accountability and continuous learning. We work alongside our Signatories, communities, customer representatives, governments and industry partners to develop practical solutions that can be shared across the sector.

Sabiene Heindl
Chief Executive Officer

Sabiene leads The Energy Charter and our national strategy, partnerships and collaboration agenda.

With more than two decades of executive leadership across energy, telecommunications, media and law, she brings a unique combination of commercial expertise, systems thinking and collaborative leadership. Passionate about helping infrastructure sectors earn and maintain trust, Sabiene works across customers and communities, industry, government and regulators to tackle complex challenges through practical collaboration.

She is a recognised leader in Australia's energy transition and was named the 2024 International Equality in Energy Transitions Woman of Distinction.

Bec Jolly
Director, Energy Equity


Equity | Regulation | Customer Outcomes

Bec leads our work to ensure the energy transition delivers better outcomes for all customers, particularly those experiencing vulnerability. She brings deep expertise in customer policy, regulation and consumer advocacy, working with energy businesses, regulators and customer representatives to improve equity, affordability and customer experience.

Bec is a systems thinker and community development practitioner with more than 15 years' experience helping sectors and communities work better together. Bec leads our #BetterTogether initiatives that place customer voices at the centre of industry decision-making.

Roger Marshall
Director, Energy Transition


Energy Transition | Regional Partnerships | Collaboration

Roger leads our work to support a successful energy transition that delivers better outcomes for customers and communities. He brings together customers, communities, industry and governments to build trust, strengthen regional partnerships and turn collaboration into practical action.

Regionally based and with generations of family connections to agriculture, Roger brings a deep understanding of regional communities and the importance of genuine engagement. An experienced facilitator and trusted relationship-builder, he helps navigate complex challenges by creating the conditions for collaboration, shared understanding and enduring outcomes.

Sarah Whitehouse
Manager, Communications + Community


Communications | Events | Collaboration

Sarah leads our communications and stakeholder engagement, ensuring our work connects with customers + communities in a meaningful and accessible way.

She manages communications, events and collaborative programs that bring people together to share knowledge, build capability and strengthen relationships across the energy sector. Sarah supports the delivery of #BetterTogether initiatives and Communities of Practice, helping turn collaboration into practical outcomes.

Anne Whitehouse
Independent Codes Administrator


Governance | Operations | Customer Code Administration

Anne is responsible for the governance and administration that support our collaborative Customer Code work across the energy sector.

Working closely with Signatories and stakeholders, she manages our Customer Codes, governance processes and signatory services, ensuring Customer Codes are delivered professionally, transparently and with a strong focus on continuous improvement.


Anne’s superpower: Making complex Customer Codes clear, practical and implementable.
